Who needs Form 1A for a Jaipur licence renewal
You need Form 1A in Jaipur if you renew a private licence after turning 40, or if your licence includes any transport vehicle class. Under 40, renewing a private licence does not need Form 1A.
- Private car or two wheeler licence, age 40 or above: a new Form 1A at each renewal.
- Any transport licence: Form 1A at any age, for a learner's licence, a fresh licence, an added transport class and every renewal.
- New driving licence at age 40 or above: Form 1A is needed with the application.
- International Driving Permit (IDP): Form 1A is needed with the application.
- Private licence, under 40: Form 1A is not needed to renew, unless you are applying for an adapted vehicle licence due to a physical disability.

Rajasthan's forms page lists Form 1A as the “Medical Certificate” in its driving licence section, with Form 1 as the self declaration. A “fitness certificate for driving license renewal” means this Form 1A.
How long your renewed licence lasts
Section 14, as amended by the Motor Vehicles (Amendment) Act 2019, ties the new licence's validity to your age on the renewal date.

If you got or renewed a private licence before turning 30, it runs until 40, so the renewal at 40 is the first that needs Form 1A. Renewing at 40 gives 10 more years, which puts the next renewal at 50.

Form 1A medical certificate rules for driving licences in Rajasthan
Form 1A in Rajasthan works under the national rules in Section 15 and Rule 5. The state transport department's online licence guide says applicants above 40, and anyone applying for a commercial or transport vehicle licence, need a medical certificate in Form 1A.
Who may sign.
The form's own instruction names a registered medical practitioner appointed for the purpose by the state government, or a person the state government has authorised. Acceptance depends on your Jaipur office's rules, so ask the office if you are unsure.
How the form reaches your file.

What the official Form 1A covers
Form 1A is prescribed in the Central Motor Vehicles Rules. The printed form has sections for eyesight, hearing and limbs, then a fit or not fit conclusion.

A note at the foot of the form says a person who can hear but cannot speak may be certified for a non transport licence.

No. The doctor does not change any details on Form 1A, so correct them in your Sarathi application before you order.
Can I use it for a new or learner's licence?

Renewing a Rajasthan driving licence on Sarathi
You apply to renew a Rajasthan licence online on Sarathi, and the state's guide then asks you to attend the office with your originals and a hard copy of the application. The transport department also lists renewal of DL among its driving licence faceless services, and its Apply Now link opens the Sarathi state selection page.
The department's guide to licence services lists renewal of DL among its services and describes the online application in these steps. Step 5 adds the Form 1A upload from our process:
Open Sarathi and select Rajasthan.
Give your licence number and date of birth, and select your state and transport office.
Choose the renewal service and complete the application form.
Note the application number. The guide says an SMS goes to the mobile number you entered, and asks you to print the acknowledgement slip.
Upload scans of the documents asked for, then a recent photo and signature, and attach the signed Form 1A to the same application.
Pay the fee online. The guide mentions internet banking.
After applying online, the guide says to attend the office at your scheduled time, 15 minutes early, with the originals of everything you uploaded and a hard copy of the application. A transport inspector or sub inspector checks the originals, and your photo and signature are captured there. Rajasthan also lists renewal of DL as a faceless service, so go by the steps Sarathi shows for your application.
A state notification of 8 February 2024 provides that, from 1 April 2024, Rajasthan driving licences are issued electronically only, with a digital signature or an electronic signature.
If your licence expired more than a year ago, renewal also depends on passing the test of competence to drive. Go by the wording on your Sarathi screen.
Jaipur RTO and DTO offices with RJ codes
Jaipur falls under two regional transport offices, RTO Jaipur I and RTO Jaipur II. The Rajasthan Transport Department's organisation page places the Jaipur I and Dudu transport districts under Jaipur I, and Jaipur II, Kotputli, Chomu and Shahpura under Jaipur II.

The abstract lists RJ 14 and RJ 45 together for Jaipur and does not split them between RTO Jaipur I and RTO Jaipur II.

The department's rules notifications include the division of the Jaipur office into part 1 and part 2 in November 2022, and changes to RTO and DTO areas in September 2023. The abstract covers the year 2021 to 22, before both.
Vidyadhar Nagar.
The department's licence guide also names a District Transport Office at Vidyadhar Nagar, Jaipur, among offices taking online permanent licence applications. The guide does not say which region it belongs to.
Choice of office.
Since 2019, Section 9(1) of the Motor Vehicles Act lets you apply for a driving licence to any licensing authority in the state.
Areas served.
None of these lists says which parts of the city each office covers. Before any visit, check the department's telephone list and call the office.
Rajasthan DL renewal fees and time limits
Renewing a driving licence costs ₹200 on Rajasthan's driving licence fee page, which lists its fees under Rule 32 of the CMV Rules, 1989. A late renewal adds a yearly charge, and a driving test costs ₹300 for each class of vehicle.

The state page still words the late fee as applying after the grace period. Rule 32, as changed in 2021, applies it to renewals made more than one year after expiry. Check the total at the payment step on Sarathi.
Time limits for renewal
You can apply to renew from one year before expiry to one year after it without a driving test. Section 15 of the Motor Vehicles Act, as amended in 2019, sets these limits.
From one year before expiry:
you may apply to renew.
From the expiry date:
the 2019 amendment removed the 30 day period during which an expired licence stayed valid.
Within a year of expiry:
renewal needs no driving test.
Over a year after expiry:
renewal is refused unless you clear the test of competence to drive.
Why a Form 1A can hold up a Jaipur renewal
A Form 1A can hold up a renewal when it is out of date, does not match your Sarathi details, or reaches the office in the wrong form.
A Form 1A past six months.
An old certificate cannot be reused, so get a new one if your application has stalled.
A blank form instead of your application's Form 1A.
A blank PDF from a forms page carries no application details. Use the Form 1A generated for your Sarathi application, since Rule 5(4) requires electronic issue on the portal.
Details that differ from your licence.
The doctor does not change the address, photo or other details on Form 1A, so correct them in your Sarathi application first.
A mistyped application number.
Copy it from your acknowledgement slip, digit by digit.
A printout at the counter.
The digital copy counts only as an online upload.
A lapse of more than a year.
You will need to pass a driving test as well.
A hazardous goods licence.
Reaction time, side vision and glare recovery are extra checks on the official form, so see a doctor in person for them.

The Rajasthan Transport Department's forms page also offers a Form 1A, but its copy differs from the Parivahan version. It asks at 3(b) whether you can tell red from green, and it has no Ishihara chart line. For a renewal, neither blank copy replaces the Form 1A generated for your application, since Rule 5(4) says Form 1A shall only be issued electronically on the portal.
