Who needs it

Who needs Form 1A in Bhubaneswar

For a private car or two wheeler licence, Form 1A becomes part of your renewal only once you are 40. For a transport licence, it is part of every renewal at any age.

  • Private licence, age 40 or above.

Each renewal from 40 onwards needs a new Form 1A.

  • Transport licence, any age.

Every renewal needs one, as do a new transport licence, a learner's licence for a transport vehicle and an added transport class.

  • Private licence, under 40.

No Form 1A is needed unless required due to a physical disability or medical condition. The separate Form 1 self declaration was dropped in 2021, and the declaration now sits in Form 2.

Anyone renewing a private licence at 40 or older, and transport licence holders at every renewal. Also required for a new driving licence application at age 40 or above and an International Driving Permit (IDP) application.

Odisha's Transport Commissioner restated the requirement in an order in force from 10 March 2022. Among the cases it lists are renewal once the applicant has reached 40 and a learner's licence for a transport vehicle.

Our service covers Form 1A for licence renewal and International Driving Permit applications. New licences and learner's licences are outside its scope.

How long your renewed licence will last

Your age on the day of renewal sets the new validity, under Section 14 of the Motor Vehicles Act as amended in 2019.

Licence and age at renewalNew validity
Private, below 30Up to age 40
Private, 30 to below 5010 years
Private, 50 to below 55Up to age 60
Private, 55 or older5 years
Transport, any age5 years
Hazardous goods3 years

Renew at 40 and the licence runs for ten years, so your next Form 1A is due around 50. A renewal at 50 then lasts until you turn 60.

Odisha rules

Odisha rules on who can issue Form 1A

In Odisha, a registered medical practitioner with an MBBS degree may issue Form 1A. Doctors with a Sarathi login can issue it directly on the portal, which the Transport Commissioner's order says removes the manual submission and checking of the certificate. The doctor must be empanelled with Parivahan to issue Form 1A online.

  • The legal basis.

An Odisha Gazette notification of 9 August 1990 allows registered medical practitioners with an MBBS degree to issue Form 1A, as the 2022 order records.

  • How doctors get access.

A doctor fills in the doctor registration form from the Odisha Transport Department website and submits it with documents at the RTO, which then creates the doctor's Sarathi login.

  • What the form asks of doctors.

Medical council registration and qualification details, and an undertaking to issue certificates as per the Indian Medical Council ethics regulations.

  • Aadhaar and OTP.

Our doctor approves your Form 1A on the portal. For that, your Aadhaar must be linked, with an OTP, to the phone number in your renewal application.

Odisha's doctor registration form calls Form 1A the physical fitness certificate to licence applicant. It is the Form 1A required under Rule 5 of the Central Motor Vehicles Rules, the same certificate used across India.

Check first

Before you pay

Check three things before paying: what your RTO says about doctors, your Aadhaar link, and the details in your application. Remember that the ₹1,349 you pay for the self test is non refundable.

  • My RTO wants a certificate from a particular doctor.

Do what the RTO says. Acceptance depends on its rules, so ask before you book.

  • What if the doctor refuses?

Issuing Form 1A is the doctor's decision, and the fee stays non refundable. Read the refund policy first.

  • Can the doctor correct my address or photo?

No. The doctor does not change the address, photo or other details on Form 1A, so check them before you order.

  • My application phone is not linked to my Aadhaar.

Sort that out before ordering, because the portal approval in Odisha needs that link.

  • Can I fill in Form 1A myself?

No. You only download it. The form's own instruction is that a registered medical practitioner fills it in.

On Sarathi

How licence renewal works on Sarathi in Odisha

Odisha handles licence renewal through Sarathi on the Parivahan portal. Since 23 August 2023, renewal has been one of the state's visitless services under Mo Parivahan Seva, which online users reach after Aadhaar authentication.

The Odisha Transport Department's renewal guide sets out these stages:

  1. Go to the driving licence services on parivahan.gov.in and choose Odisha.

  2. Pick licence renewal and enter your licence number and date of birth to bring up your licence details.

  3. Select the RTO or ARTO you are applying to.

  4. Give your mobile number on the application page and confirm.

  5. Upload documents. The guide lists a Form 1A upload here for applicants above 40. When a doctor approves your Form 1A on the portal, as ours does, follow what the screen then asks.

  6. Pay the fee online. The guide then lists slot booking, so check whether your application asks for one.

If you do not have Aadhaar, the National Informatics Centre's launch note says you can still get these services in person, by proving your identity with another document at the RTO. Labels on the portal can change, so go by what you see on screen. The Odisha renewal guide and Sarathi are the official places to check.

Local RTOs

Bhubaneswar RTOs and codes

The Odisha Transport Department's chart of regional transport offices and area codes lists two RTOs for Bhubaneswar: RTO Bhubaneswar I, code OD02, and RTO Bhubaneswar II, code OD33.

OfficeArea code
RTO Bhubaneswar IOD02
RTO Bhubaneswar IIOD33

The chart gives the codes but not the localities each office covers. Section 9(1), as amended in 2019, lets you apply for a driving licence to any licensing authority in the state, and the online renewal form asks you to choose an RTO or ARTO. Check with the Odisha Transport Department before any visit.

Fees

Odisha DL renewal fees and time limits

On Odisha's fee sheet at Parivahan, ₹340 (₹200 renewal fee and ₹140 automation fee) if you renew no later than one year after expiry.

Renewal caseRenewal feeAutomation feeLate fee
No later than one year after expiry₹200₹140None
More than one year after expiry₹300₹140₹1,000 for each year or part of a year

The sheet counts the late fee by financial year, not calendar year. If you need a driving test, the fee for the test of competence is ₹300 per class of vehicle. Check the amount on your application before you pay, and see the Odisha fee structure page.

Time limits

Section 15 of the Motor Vehicles Act lets you apply to renew from one year before expiry until one year after it. Apply later than that and you must pass the test of competence to drive to renew.

  • Up to one year before expiry.

    You may apply to renew.

  • After the expiry date.

Do not drive on the old licence. The 2019 amendment removed the earlier 30 day period of validity after expiry.

  • Up to one year after expiry.

Renewal without a driving test is still possible.

  • Beyond one year after expiry.

Section 15 says the licensing authority shall refuse renewal unless you pass the test of competence to drive.

Avoid delays

Why a Form 1A can hold up your renewal

An expired certificate, a phone number not linked to Aadhaar, or details that do not match your licence record can each hold up a renewal. Check each point below before you submit.

  • Certificate past six months.

Form 1A is valid for six months from issue. A stalled renewal needs a fresh one.

  • Phone number not linked to Aadhaar.

In Odisha the doctor's portal approval needs that OTP link.

  • Wrong application number.

Copy it from your renewal application, digit by digit.

  • Details that differ from your licence record.

The doctor does not change the address, photo or other details on Form 1A, so check them before you order.

  • A printout at the RTO counter.

The digital copy is for online upload only.

  • More than a year since expiry.

Renewal then needs a pass in the test of competence to drive.

  • Hazardous goods licence.

Form 1A adds checks on reaction time, side vision and glare recovery, and the online test is not a replacement for a doctor's visit. See a doctor in person.

Official form

For your own renewal, work from the Form 1A generated for your application instead. The rules say the certificate shall only be issued electronically on the portal.

FAQ

Frequently asked questions

Is Form 1A required for DL renewal in Odisha?

Yes, if you are 40 or older and renewing a private licence, or renewing a transport licence at any age. Odisha's Transport Department lists a Form 1A upload for renewal applicants above 40. Under 40, a private licence renewal does not need Form 1A under Rule 18 of the Central Motor Vehicles Rules.

How do I generate a medical certificate for licence renewal in Bhubaneswar?

The portal generates it, but you cannot fill it in yourself. When you apply for renewal, a Form 1A is created for your application, which you download with an OTP. The form says it is to be filled in by a registered medical practitioner. In Odisha, doctors with a Sarathi login can issue it on the portal.

Where can I get the medical fitness certificate PDF for Odisha?

The blank Form 1A PDF is on Parivahan, published by the Ministry of Road Transport and Highways, and Odisha follows this same form under the Central Motor Vehicles Rules. For your renewal, use the copy the portal creates for your application, saved from your profile with an OTP, since it already shows your details. A doctor then attests it.

What is the physical fitness certificate format in Odisha?

It is Form 1A, the national medical certificate under the Central Motor Vehicles Rules. Odisha's doctor registration form calls it the physical fitness certificate to licence applicant. It covers vision, number plate reading at 25 metres, hearing, night blindness, limbs and colour vision, and ends with a conclusion of fit or not fit to drive.

Which doctors can issue Form 1A in Odisha?

Registered medical practitioners with an MBBS degree, under an Odisha Gazette notification of 9 August 1990. To issue Form 1A on the portal, a doctor registers through the RTO, which creates a Sarathi login. Our doctor attests and approves your Form 1A on the portal.

How long is Form 1A valid?

It stays valid for six months from its date of issue. The Central Motor Vehicles (Sixth Amendment) Rules 2021 cut validity from one year to six months, from 1 April 2021. The Odisha Transport Commissioner's 2022 order repeats the six month limit, so time your renewal so the certificate is still fresh when you submit.

Is Form 1A needed below the age of 40?

No, a private car or two wheeler licence does not need it below 40, unless applying for an adapted vehicle licence due to a physical disability. Rule 18 of the Central Motor Vehicles Rules asks for Form 1A at renewal only from 40. A transport licence is different: you need Form 1A at every renewal, and also for a new transport licence, a transport learner's licence or an added transport class.

What is the DL renewal fee in Odisha?

Odisha's fee sheet shows ₹340 for a renewal made no later than one year after expiry: ₹200 renewal fee plus ₹140 automation fee. After more than a year, the renewal fee is ₹300 with the same ₹140, plus a ₹1,000 late fee for each financial year or part of one.

Which RTO handles driving licences in Bhubaneswar?

Odisha's official chart names two for the city: RTO Bhubaneswar I, with area code OD02, and RTO Bhubaneswar II, with code OD33. Section 9(1), as amended in 2019, lets you apply for a driving licence to any licensing authority in the state, and the renewal form asks you to pick an RTO or ARTO.

Can I renew my driving licence in Odisha without visiting the RTO?

Yes, you can apply online with Aadhaar authentication. Licence renewal is one of the visitless services Odisha launched on 23 August 2023 under Mo Parivahan Seva, through parivahan.gov.in and the Next Gen mParivahan app. The state renewal guide also lists a slot booking step after payment, and the RTO may still call you for physical verification.

What does Form 1A cost with MedicalCertificate.in?

The self test option costs ₹1,349 and ends with a digital Form 1A sent to your WhatsApp or email. It is non refundable, so check that your renewal needs Form 1A before you pay. Paper and physically attested copies are not offered.

Why must my Aadhaar be linked to my application phone number?

Because in Odisha our doctor approves Form 1A on the portal, and that approval needs your Aadhaar linked, with an OTP, to the phone number given in your renewal application. If your application shows a different number from the one linked to Aadhaar, fix that before ordering, since the approval depends on it.
