Who needs Form 1A in Delhi
Anyone renewing a private licence at 40 or older, and transport licence holders at every renewal. Also required for a new driving licence application at age 40 or above and an International Driving Permit (IDP) application.
You need Form 1A when you:
- renew a non transport licence and have turned 40
- apply for, renew, or add a transport vehicle class such as a taxi, goods vehicle or bus, at any age
- apply for a learner's licence to drive a transport vehicle
- apply for a new driving licence at age 40 or above
- apply for an International Driving Permit (IDP)
If you are under 40 and renewing a private licence, you do not need Form 1A.

What Form 1A for Delhi UT means on Sarathi
Delhi UT stands for the Union Territory of Delhi, officially the National Capital Territory of Delhi. Form 1A for Delhi UT just means a Form 1A attached to a Delhi licence application on Sarathi. The certificate is the same national Form 1A used across India.
If your application shows the note "The below entries are mandatory in case of Form1A for Delhi UT", you must fill every field listed under it before you submit. Copy each entry exactly as it appears on your signed Form 1A, and ask the doctor who issued it if a detail is missing.
Form 1A for driving licence renewal in Delhi: age 40 and above, and transport licences
Once you are 40, every renewal of a private licence needs a new Form 1A. A transport licence needs one at every renewal. A certificate stays valid for six months, so one from an earlier renewal is of no use for the next.
If you have been asked for a "fitness certificate for driving license renewal" in Delhi, this is the certificate meant.
The age you are on the renewal date decides how long the new licence lasts (Section 14 of the Motor Vehicles Act, as amended in 2019):

What the doctor checks on Form 1A
Form 1A is a national form under the Central Motor Vehicles Rules. The doctor answers a set of yes or no questions, certifies some specific checks, and records whether you are fit to drive.

No. You download the Form 1A for your application, but only a registered doctor can complete and sign it.
Renewing your driving licence on Sarathi in Delhi
Delhi's transport department has offered driving licence renewal as a faceless service since August 2021. You apply online, confirm your identity with an OTP on your Aadhaar linked mobile, and the renewed licence is sent to you by speed post.
Go to sarathi.
parivahan. gov. in and choose Delhi. Open the driving licence renewal service and enter your licence number and date of birth.
Choose Aadhaar based verification if you have Aadhaar, and enter the OTP.
Fill in the application.
Save the acknowledgement with your application number, and download the Form 1A generated for your application.
Upload the signed Form 1A and fill the Form 1A details that Delhi marks as mandatory.
Pay the fee and track your application status on Sarathi.
A digital copy of the renewed licence is also available through DigiLocker and mParivahan. You may still be called in, for example for a driving test if your licence expired more than a year ago. Option names on Sarathi can change, so follow the labels you see.

Delhi's transport department links licence services to the Motor Licensing Officer of the zone where you live. Its zonal office list names 13 offices:

Form 1, Form 1A and Form 2
Form 1 used to be the self declaration of physical fitness. Since 1 April 2021 it is no longer a separate form, and the declaration sits inside the application, Form 2. Form 1A is different: it is the medical certificate a doctor completes after examining you, and it is valid for six months.
Delhi DL renewal fees and timelines
The Delhi Transport Department charges the fees set in Rule 32 of the Central Motor Vehicles Rules. Section 15 of the Motor Vehicles Act sets the time limits.

Common reasons a Form 1A is rejected in Delhi
Most problems come from old certificates, mismatched details or missing fields. Check these before you submit.
Certificate older than six months.
Get a fresh one if your renewal has stalled.
Mandatory Form 1A fields left blank on Sarathi.
Fill every field marked mandatory for Delhi, exactly as on your certificate.
Details that do not match your licence.
The doctor cannot change your name, address or photo. Correct them in Sarathi first.
