Who needs it

Who needs Form 1A to renew a licence in Dehradun

You need Form 1A if you have turned 40 and are renewing a private car or two wheeler licence, or if your licence covers a transport vehicle, at any age. Below 40, a private licence renewal does not need Form 1A.

  • Private licence, 40 and above.

A fresh Form 1A goes with every renewal from that point on.

  • Transport licence, any age.

Each renewal needs one, and so does adding a transport class such as a taxi, bus or goods vehicle, or applying for a learner's licence to drive one.

  • New driving licence, age 40 or above.

A new driving licence application at 40 or above needs Form 1A.

  • International Driving Permit (IDP).

An IDP application needs Form 1A.

  • Private licence, under 40.

Form 1A is not needed at this age, under Rule 18(1)(d) of the central rules as substituted by G.S.R. 240(E), unless you are applying for an adapted vehicle licence due to a physical disability.

A request for a fitness certificate for driving license renewal in Dehradun refers to this same Form 1A. Our service covers licence renewals, new driving licence applications at age 40 or above and International Driving Permit applications; it does not cover a learner's licence.

How long the renewed licence will last

Section 14 of the Motor Vehicles Act, amended in 2019, ties the new licence period to your age at the time you renew.

Uttarakhand rules

Form 1A rules that apply in Uttarakhand

Form 1A for an Uttarakhand renewal is the national form, and you upload the signed digital Form 1A to your Sarathi application yourself. The state's own guidance adds that the process can end with a visit to the transport office.

  • Who signs it.

The form states that a registered medical practitioner appointed for the purpose by the state government, or a person it authorises, fills it in.

  • How it reaches the office.

In some other states, the doctor attests and approves Form 1A on the portal itself. For Uttarakhand applications, you attach the signed digital copy to your Sarathi application along with your other documents.

  • The office step.

The Transport Department's Citizen's Charter lists licence renewal as an online service, with biometric verification done offline. Its licence page asks you to bring the fee receipt and original documents to the office.

  • Physical verification.

If the office calls you for physical verification, you need a physically attested Form 1A, and we do not provide one.

  • Timing.

A Form 1A lapses six months after issue, so upload it to your application well within that time.

  • Forms on the state website.

The department's forms page still lists Form 1, and its Form 1A asks a red and green colour question with no Ishihara chart item, unlike the national form. Form 1 was dropped in 2021, so rely on the copy Sarathi generates for you.

Questions to settle before you pay

Before you pay, confirm that your RTO or ARTO will take an online Form 1A, because the ₹1,349 fee is non refundable and issuing the certificate is the doctor's decision.

Your concernThe answer
Will my office accept an online Form 1A?That depends on the rules of your RTO or ARTO. Ask the office first if you are unsure, because the fee is non refundable.
What happens if Form 1A is not issued?Issuing Form 1A is the doctor's decision. Payment of ₹1,349 for the process is non refundable, so there are no refunds, including when the certificate is not issued. Please read our refund and cancellation policy before you order.
My address or photo on the form is out of date. The doctor does not change your address, photo or any other detail. Correct them in your Sarathi application before you order.
Can I fill in the form myself? No. You download the form, and it is filled in by a registered medical practitioner appointed for the purpose by the state government, or a person it authorises.
I hold a hazardous goods licence. For this licence the official form also requires reaction time, side vision and glare recovery checks. The online test is not a replacement for a doctor's visit, so see a doctor in person.
I need it for an International Driving Permit. We cover International Driving Permit applications as well as renewals. The state fee for issuing a permit is ₹1,000.
On Sarathi

Renewing a driving licence on Sarathi in Uttarakhand

Uttarakhand runs licence renewal through Sarathi, and an RTO or ARTO completes it. The Transport Department's licence page sets out these steps.

  1. Open Sarathi and pick Uttarakhand as your state.

  2. Choose the services for an existing licence, which the department lists as Services on DL, and enter your licence number and date of birth.

  3. Check the licence details shown, fill in what is asked, such as blood group and education, and confirm with an OTP.

  4. Select renewal as the service you want and submit the form.

  5. Upload the documents asked for, including your signed Form 1A where one is needed.

  6. Pay the fee online and keep the receipt.

  7. Book a slot for a driving test only if the system asks for one.

  8. Visit the office with the fee receipt and original documents, on your slot date or, if no slot was asked for, at a time that suits you.

Under the state's Citizen's Charter, licence renewal is notified under the Right to Service Act, 2011, with a time limit of 7 working days and the RTO or ARTO as the designated officer. The count starts on the day a complete application, with the required documents, is received, and biometric verification is the offline part.

Since 2019, Section 9 of the Motor Vehicles Act lets you apply for a driving licence to any licensing authority in the state. Menu names on Sarathi can change, so follow what you see on screen.

RTO and ARTO offices for Dehradun

Uttarakhand Transport Department office pages show three offices in Dehradun district: the Regional Transport Office (RTO) in the city, and the offices of the Assistant Regional Transport Officer (ARTO) at Rishikesh and Vikasnagar.

The RTO Dehradun page also places the Haridwar, Tehri, Uttarkashi, Rishikesh, Vikasnagar and Roorkee offices under its jurisdiction.

The department's office pages do not list the localities each office serves, so check the RTO Dehradun page and the sub regional office list, or call the office before you travel.

Fees

Licence renewal fees and deadlines in Uttarakhand

Renewing a driving licence in Uttarakhand costs ₹200, plus ₹200 when the licence comes as a smart card. If you apply within one year of expiry, there is no late fee and no driving test.

ItemFee
Renewal of a driving licence₹200
Smart card licence (Form 7)₹200 extra
Late renewal, more than one year after expiry₹300, plus ₹1,000 for each year or part of a year of delay
Test of competence to drive, if needed₹300 per class of vehicle
International Driving Permit₹1,000

These amounts are on the Uttarakhand Transport Department fee page, which notes that rates can change. The renewal, smart card, late renewal and test amounts match Rule 32 of the Central Motor Vehicles Rules, under which the late fee applies to a renewal applied for more than one year after expiry. The state page still words this as after the grace period.

The department also publishes User Charges Rules, so check the total Sarathi shows before you pay.

Deadlines that apply to every renewal

You can renew from one year before expiry until one year after it without a driving test, but you cannot drive on the licence once it has expired.

  • From one year before expiry.

    You can apply.

  • After the expiry date.

The licence is no longer valid. The 30 day window that once followed expiry was removed in 2019.

  • Up to one year after expiry.

You can renew without a driving test.

  • Beyond one year.

The licensing authority must refuse renewal unless you pass the test of competence to drive, and the late fee applies.

Avoid delays

Mistakes that hold up a Form 1A renewal

Official form

Download the official Form 1A

The blank Form 1A comes from the Ministry of Road Transport and Highways and is hosted on Parivahan: download the official Form 1A PDF. Treat it as a reference, because your renewal needs the copy linked to your Sarathi application number.

The Form 1A listed on the Uttarakhand Transport Department forms page differs from the national form, so do not fill it in by hand for a renewal.

What the official Form 1A contains

The printed form has your identity details, yes or no questions on vision, hearing and limbs, certification statements, and a conclusion of fit or not fit.

  • Your name, whose son, wife or daughter you are, your permanent address, date of birth and two identification marks, with your photo, which the doctor signs partly across
  • Question 3(a): any defect of vision, and whether spectacles correct it
  • Question 3(c): whether you can read a car's number plate at 25 metres in good daylight; the national form has no 3(b)
  • Question 3(d): deafness that would stop you hearing ordinary sound signals
  • Question 3(e): night blindness
  • Question 3(f): any defect, deformity or loss of a limb that would affect driving
  • Optional: your blood group and Rh factor
  • Printed certification statements that refer to a personal examination, with special attention to distant vision, hearing, and the arms, legs, hands and joints
  • Colour vision tested on a standard Ishihara chart, with no severe or total colour blindness found
  • For hazardous goods licences only: reaction time, side vision and glare recovery
  • The conclusion, fit or not fit to drive a vehicle other than an adapted vehicle, with reasons if not fit, and the doctor's signature, name, designation, registration number, seal and date
  • Your signature or thumb impression, and a note that a person who cannot speak but can hear may get a certificate for a non transport licence

This list summarises the printed form, and the online test is not a replacement for a doctor's visit.

FAQ

Form 1A in Dehradun: questions and answers

Is Form 1A required for driving license renewal in Dehradun?

Yes, if you are 40 or older and renewing a private licence, and at every renewal of a transport licence whatever your age. The rule comes from Section 15 of the Motor Vehicles Act and Rule 5 of the central rules. For a private licence renewed before 40, Form 1A is not needed, unless you are applying for an adapted vehicle licence due to a physical disability.

Where can I get a medical certificate for driving licence renewal in Dehradun?

Form 1A is the medical certificate for renewal, and you can get it online. Start your renewal on Sarathi, send us the application number and Form 1A PDF, then take the self test. A doctor attests the form. If your office asks for physical verification, you need a physically attested Form 1A. We do not provide one.

How do I fill up Form 1A for driving licence renewal?

You do not fill in the medical part yourself. Download the Form 1A that Sarathi generates for your application, using your OTP. After your self test, a doctor attests it. Your part is to give your details as they appear on your government ID, plus two identification marks.

Can I renew my driving licence online in Uttarakhand?

Mostly, yes. Uttarakhand handles renewal on Sarathi, where you fetch your licence, fill in the form, upload documents and pay online. The state Citizen's Charter keeps biometric verification offline, and the transport department's licence page asks you to visit the office with your fee receipt and original documents, so plan for an office visit.

Who can sign Form 1A in Uttarakhand?

A registered medical practitioner appointed for the purpose by the state government, or a person the state government authorises. This is the wording printed on the official Form 1A. Acceptance depends on the rules of your RTO or ARTO in Dehradun, so ask the office if you are unsure before you pay.

What is the validity of Form 1A?

Six months from the date of issue. Rule 5(3) of the Central Motor Vehicles Rules was amended by G.S.R. 240(E), in force from 1 April 2021, which cut the validity from one year to six months. If your Dehradun renewal is delayed past that point, you will need a new certificate.

Which RTO is UK 07, and what are UK 14 and UK 16?

UK 07 is the Regional Transport Office in Dehradun, at 105 Rajpur Road. UK 14 belongs to the Sub Regional Transport Office at Rishikesh and UK 16 to the one at Vikasnagar, both in Dehradun district. The department lists a notification of 12 September 2013 that allots registration codes to both offices.

What is the driving licence renewal fee in Uttarakhand?

₹200 for the renewal, plus ₹200 if the licence is issued as a smart card, according to the Uttarakhand Transport Department's fee page. A renewal applied for more than one year after expiry costs ₹300 plus ₹1,000 for each year or part of a year, and a driving test, if one is needed, costs ₹300 per class of vehicle.

Do I need to visit the RTO in Dehradun to renew my licence?

Plan for a visit. Uttarakhand's licence page ends the online renewal with a visit to the office, carrying the fee receipt and original documents, on your test slot date or at a time that suits you. The Citizen's Charter keeps biometric verification as the offline step.

Where can I download the Form 1A PDF for Uttarakhand?

Use the copy Sarathi generates for your application, which you will find in your profile, linked to your application number. The blank national Form 1A is on Parivahan for reference. The Uttarakhand transport department's forms page also lists a Form 1A, but it differs from the national form and asks a red and green colour question.

What do you charge for Form 1A?

₹1,349 for the self test option: an eye and ear test you take online, with the Form 1A sent as a digital copy on WhatsApp or email. Issuing it is the doctor's decision, and payment of ₹1,349 for the process is non refundable. Allow up to 72 working hours* after you share your application number, the downloaded Form 1A PDF and complete the ear and eye self test. We work Monday to Saturday from 10:30 am to 8:00 pm IST. The Uttarakhand renewal fee on Sarathi is separate, and we do not provide printed copies.

Can I renew an expired driving licence in Dehradun?

Yes, and within one year of expiry you can renew without a driving test. After a year, the licensing authority must refuse renewal unless you pass the test of competence to drive, and the late fee applies. The 30 day validity after expiry ended in 2019, so do not drive on an expired licence.

Your next step

Open your renewal on Sarathi, save the Form 1A PDF from your profile, and then place your order for ₹1,349.
